Biomass Project Development Specialist

 Location: Tokyo

Biomass Project Development Specialist is to develop a portfolio of biomass projects, working with the internal team and external service providers, on development stage projects at various stages, from early stage opportunities to secure land and grid options to late stage development projects that need to secure equipment suppliers and sub-contractors in order to be in a position to raise project finance

Organisational Context

  • Collaborative working across a small international project team including development, engineering, technical, legal and financial functions within the company and externally

Key Accountabilities

  • Identifying and assess new biomass opportunities and bring forward for investment approval to proceed with the development

  • Undertaking due diligence on potential acquisition of project development opportunities including the selection, appointment, and management of due diligence advisers as necessary

  • Delivering development plans for projects including resourcing and budget planning

  • Establishing clear guidelines relating to the design and specification of biomass

  • Proactively managing the development process including identifying key risks to project delivery and managing budget and funding to minimise potential losses due to delays or failure to secure projects

  • Identify development permits or consents required before construction can commence and work to secure these and de-risk project before financing process begins

  • Scope and select project advisers and consultants including owners engineer, legal advisers, and other markets, technical or environmental consultants

  • Identify, tender and select equipment suppliers, EPC and O&M contractors for projects;

  • Establish fuel sourcing strategies;

  • Commercial review and negotiation of term sheets and contracts, including agreements for lease, fuel/feedstock supply, EPC and O&M agreements

  • Prepare project specific elements of internal approval papers and information memoranda for debt and equity investors

Knowledge

Skills & Requirements

  • A minimum of eight (8) years proven experience in developing Greenfield biomass energy facilities

  • Proven commercial skills in negotiating infrastructure contracts and involvement in successful negotiations relating to contract variations. Experience working in a construction company in this regard would be viewed favorably

  • Utilities project development experience including the identification of sites, negotiation of land leases or options, securing grid connections, easements, planning and environmental approvals. Where the candidate does not have specific development experience, experience of acquiring development projects and an understanding of the development process and risks is acceptable

 

  • Equipment procurement experience, selecting suitable equipment suppliers and running competitive tenders for Greenfield utilities projects

  • Scoping and selection of owner's engineers, legal advisers and other technical advisers or consultants for utilities projects

  • Demonstrable preference for working in an entrepreneurial environment; superior analytical and numerical skills

  • Experience in working successfully with international and local financial institutions to deliver project finance solutions

  • Operational management of utilities projects or plants either as part of an industrial owner or utility

  • Managing utilities projects from development stage through to construction which has successfully secured non-recourse project finance
